Zurkowski recognized the need for some control over the information environment. Still looking at it from an economic perspective, he felt it needed some regulation, similar to what we have for the financial realm. He also noted that this was no small thing. As he put it, “America needs a plan for the information age on the scale of the effort we made to put men on the moon.”
